December 23rd, 1918 From: Commander, U.S.N.A.Forces in Italy, To: Contrammiraglio P. Orsini, (Ispettorato Aereonautica) Ministero della Marina. Subject: Decorations for U.S. Naval Aviation personnel. 1. In reference to your proposal of December 2nd, N° 3160, and various conversations on the matter of decorations, the Commander, U.S.N.A.F., Italy has the honor to accept, for certain officers and men, the decorations opposite their names:
2. It is great gratification for the Commander, Naval Aviation Forces in Italy to have his officers and men so rewarded by the Royal Italian Ministry of Marine, and regrets that circumstances did not permit the United States Navy to take a more active part in naval and air operations in Italian waters. 3. In regard to the desire of the Royal Ministry to decorate Lieut. Com. J.S. Callan, USNRF, this request has been forwarded to the Force Commander with a recommendation for approval, and in the meantime the decoration cannot be accepted until instructions are received.
