Noel Pemberton-Billing was not "just" a member of Parlement. He was also a noted pilot and visionary aircraft designer who dreamed up the concepts behind the "supermarine" aircraft and the Spitfire fighters used in WW-II. A biography of Pemberton-Billing can be found here.
